Vendors intending to submit a response to this RFP should read this document in its entirety when planning to submit a proposal.

   

1.0          Purpose and Conditions

 

            1.1           Purpose for the Request for Proposal

Gogebic Community College (GCC) an institution of higher learning located in Ironwood, MI is accepting proposals from qualified executive search firms to serve as a Consultant to GCC/Human Resources for the identification and recruitment of prospective candidates to the position of Director of Financial Aid .  

The information provided is intended to assist firms to respond completely to this Request for Proposal. It is not intended to limit a proposal’s content or to exclude any relevant or essential data. Firms are encouraged to include additional information that will substantiate their product quality and service capabilities.

 

1.2       GCC Background

About GCC

Gogebic Community College’s main campus is located in Ironwood at the western end of Michigan’s Upper Peninsula. This is approximately 500 miles northwest of Detroit and about 400 miles north of Chicago. GCC’s Copper Country Center is located in Houghton MI in the Keweenaw Peninsula. 

Our small class sizes encourage personal attention and one on one interaction between faculty and our students. GCC offers Student Services programs that provide services and experiences which will promote and contribute to the total development of students and their success in reaching their educational goals. Some of the services include: Financial Aid, TRiO Student Support Services, Academic and Career counseling, Occupational and Disability support, and Veterans Services.

The Michigan Transfer Agreement facilitates the transfer of students from community colleges to four-year colleges and universities in Michigan. GCC also has articulation agreements with a number of regional institutions. These agreements guarantee the transferability of the associate degree and of specific courses within the curriculum to those institutions.

GCC also participates in special programs involving high school students such as Early College and Dual Enrollment.

Throughout its 85+ year history of academic excellence, GCC has maintained a solid reputation as a premier transfer institution and is nationally recognized as one of the top 150 colleges in the country for the third time.

            1.3        Definitions

1.3.1 The term "Vendor" or “Contractor” means business firm submitting a proposal/quote.

1.3.2 The terms "College" and “GCC” means Gogebic Community College.

1.3.3 The term “Respondent” means vendors that submit an official response to this RFP by the Submission Due Date. 

1.4        Rules and Conditions

1.4.1 Communication

Any and all communication with GCC shall be accomplished through the Human Resources Department, using the contact information provided in the Quick Facts page of this RFP. Any Vendors that deviate from this requirement will be subject to disqualification.

 

1.4.2 RFP Response Criteria

1.4.2.1  Proposals that do not follow the Rules and Conditions contained     herein, follow the described format of this RFP, and/or do not provide responses to information requested may not be considered. 

1.4.2.2  The official electronic copy of your proposal must be received via       Ashley Paquette (ashleyp@gogebic.edu) no later than October 22, 2018 at noon Central Time.

           Bids must be clearly marked Executive Search for a Director of Financial Aid.    

1.4.2.3  GCC reserves the right to reject any and all proposals, wholly or in part, and waive any irregularities in the RFP process.

1.4.2.4. All proposals must include all elements listed in the RFP Response Requirements section below.

1.4.2.5    Taking exception to any item as detailed in this RFP could deem your proposal unresponsive.

 

 1.4.3 Non-discrimination in Employment

The Vendor shall not discriminate against any employee or applicant for employment because of age, color, disability, familial status, height, marital status, national origin, political affiliation, race, religion, sex/gender, sexual orientation, veteran status, or weight. The Contractor shall take affirmative action to insure that applicants are employed and employees are treated during employment without regard to their age, color, disability, familial status, height, marital status, national origin, political affiliation, race, religion, sex/gender, sexual orientation, veteran status, or weight.  Such action shall include, but not be limited to, the following: employment, upgrading, demotion or transfer, recruitment advertising, layoff or termination, rates of pay or other forms of compensation, and selection for training including apprenticeship. Vendor Contractor shall comply with all published rules, regulations, directives, and orders of the Michigan Civil Rights Commission (“the Commission”). 

2.0               RFP Response Requirements

      Proposals submitted must include the following:

 

            2.1           Professional and Technical Expertise 

2.1.1    Each Vendor must provide a brief description of its company, including the date established, and the organization’s experience and history implementing solutions for organizations similar in size, scope and nature to GCC.

 

2.1.2    Each Vendor shall include a brief description of the professional and technical experiences, background, qualifications and expertise of the organization’s key personnel to be assigned to this project.

 

2.1.3    Experience in the State of Michigan.

 

2.1.4    A statement of the number of types of ongoing searches the firm is currently involved with and current status of those searches.

 

2.1.5    A listing of other educational searches in which searches for executive level positions have been conducted but not necessarily fulfilled.  Including a list of Financial Aid positions in Higher Education.  

 

2.1.6    Disclose any current searches that could potentially conflict with this search. 

 

2.1.7    Service Offering

Provide detailed description of all services provided as part of this executive search. Answer questions such as:

  1. From where do selected candidate typically originate?
  2. How extensive is your network of candidates?
  3. How do you identify nontraditional candidates?
  4. What happens if the search is not completed within a given timeframe?
  5. What happens if the person recruited leaves or is fired?

 

2.1.8    Recruitment Strategy /Project Approach, Methodology and Timeline: 

Provide a detailed plan of the preferred recruitment strategy to be used for conducting a successful financial aid search. Provide an example of the average timetable for the search process including identification of the steps of the process completed in each phase and time allotted for each phase. Please define Deliverables at each stage. Discuss implementation of the recruitment strategy.

 

            2.2         Reference Information

2.2.1    Each vendor must provide brief descriptions of deploying similar products and/or services at similar organizations within the last five years.

 

2.2.2   Each vendor must provide at least five customer placement references (past, present, similar environment and similar products), including contact information. Local and Higher Education (community colleges preferred) references are preferable. References will be contacted.

 

For each listed reference provide:

 

  1. Contact information for each person placed and length of time the person has served in the position.
  2. Contact information for the governing board members who can address the success of the person placed.
  3. Name of the consultant that performed the search and their employment status.

2.2.3    References must not be from a person, company or organization with any interest, financial or otherwise, in the Vendor organization.

 

2.2.4    GCC, at its sole discretion, may contact other known clients of the Vendor for references.

 

2.2.5    GCC may eliminate from further consideration in the RFP process any Vendor who, in the opinion of GCC, receives an overall unfavorable report from client references.

 

3.0            Evaluation and Selection Criteria

             3.1         Selection Criteria

3.1.1    GCC will determine which responses are to be considered for evaluation and will determine the successful Vendor.

 

            3.2        Evaluation Criteria

3.2.1    The evaluation of responses will be based on, but not limited to:

            3.2.1.1 Vendor’s ability to meet all the requirements and specifications contained in this RFP.

3.2.1.2 Best value, cost and benefit for GCC; including alignment with the GCC Mission, Philosophy, Institutional Purposes Statement at https://www.gogebic.edu/collegedata/mission.html

3.2.1.3 Ability to meet GCC’s service, delivery, and timeline requirements.

3.2.1.4 Financial strength of the Vendor.

3.2.1.5 Quality of Proposal documentation and/or presentation.

3.2.1.6 Vendor’s experience in public higher education.

3.2.1.7 Vendor’s solicited and unsolicited references. 

 

4.0       General Information, Scope of Work

4.1       General Information

The Gogebic Community College Board of Trustees seeks a search firm with an extensive background in conducting successful Financial Aid searches with a proven ability to recruit highly qualified, diverse and distinguished candidates (particularly individuals who might not otherwise be aware of the opportunity) utilizing best practices of the search firm industry. The awarded firm will have experience in and knowledge of higher education, particularly with community colleges and be capable of recruiting the most qualified candidates.

The firm must effectively, efficiently and confidentially perform its duties within the parameters set forth by Gogebic Community College. The vendor is responsible for all associated costs incurred in responding to this "RFP".  No claims for any such expenses will be honored by Gogebic Community College. No portions of contract may be subcontracted without prior written approval of GCC Board of Trustees.

 

4.2         Scope of Work

The successful firm will work with the GCC as follows:

Proposals must address the following points and will be evaluated on the strength of the firm’s ability to meet these specific requirements:

  1. Assess GCC in order to identify key issues and challenges which it will face in filling the position.
  2. Develop the strategy for identifying qualified candidates, rising stars at other institutions and/or non-traditional leaders.
  3. Develop the strategy for identifying a qualified candidate pool that reflects commitment to gender, racial and ethnic diversity.
  4. Design, prepare, suggest, and place national and regional advertisements.
  5. Educate the prospective candidates about the needs of the college, its history and opportunities for the person who leads it.
  6. Provide Human Resources with copies of all resumes received.
  7. Maintain schedules and timetables for the recruitment.
  8. Maintain confidentiality of communications with candidates and Gogebic Community College.
  9.  

The search firm, as part of the requirements, should provide a detailed recommendation on strategies and tactics used to ensure a smooth and successful search process.

 

5.0       ADA/Accessibility

All products and services must be universally accessible to all members of the GCC community regardless of mobility, vision, hearing, cognitive, developmental ability level or diagnosis that substantially limits daily life activity as mandated by the Americans with Disabilities Act as Amended (2008) and Section 508 of the Rehabilitation Act (1973).

 

6.0       Pricing

Vendors are required to submit a complete description of all costs associated with all elements offered in the proposal. This RFP does not require any travel to the GCC campus; all communication can be done remotely with GCC.  Important inclusions are:

 

6.1       Please provide complete pricing for the total, proposed solution according to the information provided in this request for proposal.

 

6.2      Vendors must provide detailed pricing for their proposals making certain to itemize/detail the costs for all proposed products and/or services. 

 

6.3      Provide a total cost for each proposed solution, backed by the detail used for developing prices.

 

6.4      Outline the pricing structure of your company.  Pricing must be provided to include all costs related to the agreement. Although the total cost of the consulting services contract will depend on finalization of the scope of services, please submit information on how fees are calculated, the rates of named consultants, and the level of detail provided with billings and how they relate to completed work. Please provide a sample of your consulting services contract.

 

6.5      Any items, products, or services that would result in additional charges must be clearly presented and explained.

 

6.6      All prices and rates are guaranteed to be firm for the first year.  GCC reserves the right to exercise the option to extend or close any awarded contract at the expiration of year one. 

 

6.7      In addition to what has been specified, vendors are encouraged to provide “expressive bid” alternate pricing/proposals by suggesting alternate specifications, technology, terms and conditions, service conditions, etc. that could result in flexibility and cost savings for Gogebic Community College and for the Vendor.  Vendors must insure that their alternate proposal meets or exceeds requirements and specifications as detailed throughout this RFP.  

 

7.0       Negotiations 

7.1       GCC may enter into negotiations with bidders on price or technical clarifications.  Additionally GCC may negotiate with the vendor(s) to reach an agreement that best meets the overall needs and desires of the College. 

7.2       GCC may issue a clarification request, in writing, to one or all bidders.  A clarification request does not allow a bidder to change its proposal. 

7.3       GCC may request a Best and Final Offer (BAFO) from each bidder determined to be in the competitive range. Each bidder must respond in writing with its BAFO by the deadline established by GCC.  

7.4       There is no guarantee that any bidder will be allowed an opportunity to engage in negotiations or to submit a BAFO under this Section.

 

8.0 Taxes

Gogebic Community College is exempt from Michigan Sales Tax and will furnish a tax exempt certificate upon request.
